Need make and type to respond.
There are 2 makes of USR modems.
1) Original USR modems
2) Original 3Com modems
USR bought 3Com
Some 3 Com modems will not respond if they are not configured correctly.
USR modems are generally more problematic than the 3Com one simply because
the 3Com people did post instructions on their web site on how to configure
selected modems.
As I understand it not all USR and 3Com modems can be made to work with Linux.
