Generally speaking, you want to let the card autodetect this sort of
thing. If for some reason the card isn't autosensing that it can run at
FDX/100, then you have some problem between the card and the switch and
you should probably figure it out before trying to force the card.

If you still want to force the card, depending on the driver its usually
different commands, but dig through the driver source or any docs you
can find for "flags" parameters to the module.
