the problem is that Comcast and verizon never installed services in the area
where the non-profit is located. their statement was more to the fact that
they would not install services in the area unless 50 business agreed to
pre-sign for services.

Since it is a non-profit organization you should be able to negotiate a
better rate with TimeWarner and get broadband service. I have seen rates
as low as $29.95 and I have heard that TimeWarner charges its employees only
$21.95 a month. At either of those prices, it becomes extremely
competitive with dialup.
