[SLUG] permissions and file sharing by ftp

I have a question on permissions. Is it possible to have a file on a
server that can be shared amoung users using ftp? For example say joe
creates a file and joes group is people. Joe ftps a file to the server
in a common directory. Then jim downloads the file and makes changes Jim
is also a member of the group people. I can't get ftp to allow jim to
over write the original file whos owner is joe even though they belong
to the same group. Is there some way to do this useing ftp? Or should
something like this be done using cvs? Any help or suggestions would be
welcomed.
I guess I thought if you were a member of group you could update files
of the same group.
