The issue is (probably) passive FTP.

Here's the change to make to the Linksys router:

http://192.168.1.1 / advanced / forwarding

set a block of service port addresses (5-10,000 will suffice) in some high
range such as 35355-45355 or whatever floats your boat.
Both
192.168.1.xxx <-- address of your ftp server machine

In passive FTP, the client calls to the server and then they negotiate a
return route by which the server will call to the client (using that block of
port addresses). If they can't do that, you get that 30 second timeout
