Verizon DSL is reasonable. I pay $40/month for DSL and ISP services with
them. Speed depends on a lot of things, including how far you are from
the CO. I would also expect it to go down for short periods for a week
or two after it's set up.

Linux friendly? Yes and no. If they need to troubleshoot the line or
something, you're going to have to connect the modem straight into a
Windows computer-- they don't support LAN troubleshooting or Linux
specifically. OTOH, there are no restrictions that I know of on running
servers, blocked ports, etc. They don't really care that you run Linux.

Since cable is shared bandwidth, I understand why they're concerned
about your use of servers and such. With DSL, you don't share bandwidth,
so they generally don't care.
