Samba is technically a suite of programs that includes a server, client
utilities and supporting programs (such as smbpasswd).

The server program allows a linux (or other supported) platform to emulate a
Windows CIFS/SMB file and print server.

The client programs allow the linux box to connect to any CIFS/SMB server
(including Samba itself).

The supporting programs help to make the users and admins lives easier. :)
