Like the rest, I have RR, and my IP has not yet changed. However, my port 80 is not blocked, and never has been. Previous to RR, I had another, similar cable ISP (@home), and my IP changed once in three years of service. I use no-ip.com for dynamic-DNS services, but it hasn't really been an issue.
