You're running an non-routable address on your internet-facing NIC?

No lights would normally be dead card. I don't know if those lights come
on it there's nothing plugged the card (never checked it). You have this
plugged into a hub/switch and you know your cable is good? You might
also try a different slot in the box for that card; sometimes slots go
bad. I'm not an expert, so that's about the best I can do.
