[SLUG] Access CDROM as non root

I'm using Mandrake 9.0, and trying to play some music CD's. However, in
Kaboodle, the CDROM's show up with padlocks on them, and I can't access
them (unless I am logged in as root). I tried to change the ownership
using chown, but I get a message

chown: changing ownership of `cdrom': Operation not permitted

It seems odd that on a distro targeted for the desktop, a user can't
access the CDROM by default... What's the reason for this, and how can I
play these CD's? Thanks!

Doug
