I'll throw in an "amen" for PuTTY and PSCP. I also encourage the use of
WinSCP by people who aren't comfortable with a command line involving
"@.:/*" and possibly other punctuation; it's a file manager sort of GUI,
and thus a decent replacement for WS_FTP LE and its ilk.
