If /tmp is under the root and that fills up you'll be in a bigger world of
hurt than if it's a separate filesystem.
Also, if your desktop users will be using Mozilla, be aware Moz uses /tmp
(unless an ENV var is set) to store downloads until complete. Then it
moves the file to the real destination. This bit me big time just
the other day...
Best option- Make /tmp it's own filesystem and as large as you have
space to spare.
