I also recommend Vonage. It's not hard at all to set up. You do need to
have an existing broadband connection. If you don't already have a
method of sharing your connection, they will sell you a NetGear
Cable/DSL router for $40. Also, you need DHCP on your network. Either
way, they send you a Cisco ATA device, which you plug into your LAN.
Then, you plug your phone into the Cisco device, and you get dialtone.
I'm on the $26 plan. I get unlimited local calling (includes Pinellas,
Hillsborough, and Sarasota area), 500 minutes of long distance to US and
Canada, and pretty good international rates, along with Voice Mail
(which you can check from your phone or anywhere on the Internet), call
waiting, caller ID, and prolly a few other features. Also, you can take
the Cisco device anywhere that has high speed Internet access, and plug
it in, and it works. I should start taking it to work :)
There's also a $40 plan, with unlimited long distance.
There are some drawbacks... There is a setup fee, IIRC $40. You have to
dial all 11 digits for every phone call, and if your Internet connection
is down, so is your phone. The quality is usually great, no different
from a regular line. But occasionally there is an echo, or sometimes delay.
If you do sign up, be sure to talk to someone that already has it...
They have a referral program that gets both parties one month free.

There are some other prviders of this service, I remember investigating
them before signing up with Vonage... But a quick Google is not turning
up anything...
