It unfortunately also highlights the key problem with enforcing the
newly-passed CAN-SPAM Act of 2003. You can't successfully prosecute
someone outside the jurisdiction and expect to collect on it, and that's
where a substantial portion of "spam" comes from (Africa and Asia).
