1=method (or protocol, or whatsit)
2=host
3=path
4=file

Restricting some URLs but not other, similar URLs is fine-grained
restriction. Part of the URL is known as a sub-URL. In the URL, the
path and file are below host level. All manner of tricks of modern web
servers invalidate that model.
