Um, I believe scp _does_ use the SSH protocol. Unless you want something
like

ssh remoteuser@remotehost uuencode filename remotefile > filename.uu

but that's just silly. I suppose you could clean it up with "-8" and
ditch uuencode, maybe add gzip, but you'd just be re-implementing ssh.
