Welcome to RPM dependency hell. apt-libs-0.5.15cnc6-rb.suse091.1 needs
those libraries (which are presumably from an earlier version compared to
what you're trying to install?). Maybe you need a more recent version of
apt-libs?

If you do an "rpm -qf /usr/lib64/libpopt.so.0", you'll find out what
package it's from. (All on my system are from rpm-4.1-1.06, but I don't
have 64-bit anything.) Then "rpm -ql" that package to find out what files
it contains.
