Er, no, that's not what happened.

According to certain licenses, passing on a machine from one person to another
without uninstalling software covered by that license is "illegal", even if
you're not reinstalling the software somewhere else. There's also a lot of
confusion about the differences between different licensing schemes, such as
between per-seat, per-system, per-user, and other licenses, and not everyone
understands those differences. That's particularly a problem with the dense
legalese that is used in composing EULAs.
