Not if you search for the phrase "OTP unavailable" instead of for the
individual words "OTP" and "unavailable":

Results 1 - 10 of about 349 for "otp unavailable".

versus

Results 1 - 10 of about 3,720 for otp unavailable.

But still, among those 349 is sure to be a solution.
