Actually it depends.

there is ssh config files in /etc/ssh_config.

but there is also ones in /private/etc/ssh_config

Differencet is /private is a symbolic link the users specific config
files. so /private/etc/ssh_config will change depending on which user
is signed in. but changes to /etc/ssh_config take system wide. I got
it to work finally the way i wanted to. Just proceedures for ssh with
x fowarding is different in 10.3 then it was in 10.2 But I figured it
out eventually.
