Have you looked at Debian Jr.? It is a basic Debian system, but all the apps
are tailored towards kids. There are educational apps, games, typing tutors,
and such. Load that along with something like Dan's Guardian to control what
sites can be opened and you should be OK.

I have a 4 year old nephew, and among his favorites are kbattleship (he loves
the explosions when he sinks a ship), ktuberling, and frozen bubble. As his
reading skills get better, I'll add on some of the educational stuff for him.
