LILO can, probably GRUB can too but I'm not familiar with it. In lilo.conf,
set

boot=/dev/hdx

(x=your CD drive)

There may be other required options, but those neurons have been recycled.

You might want to put this LILO on a floppy, so you can do this easily once
the system's up.
