Not exactly lightweight, but I use Gimp for this. It has crop and rotate
tools. Rotate can be 90, 180, 270 degrees, or arbitrary rotations using the
transform tool. Besides cropping, it can also resize based on physical
dimensions or absolute pixel number (e.g., 3" x 5", or 600 x 800 pixels). It
also allows export to various image formats.
