You may wish to consider using a PHP web page, linked to MySQL.
Another option is Webcollab. It does a lot more that you are asking for,
but its really easy to setup and use.

We were wanting an online spreadsheet for this, but if there is something
better for something as simple as this, I'll take any suggestions you guys
have. Obviously, the spreadsheet can be used for other things later down
the road...
