the "Windows" portion of the typical hardware/software mass-market PC
system. The dodge is, if you don't like the OS or its licensing terms,
which most PC vendors consider an integral part of the system, you can
send the whole thing back.
If you don't want to accept a computer that comes with Windows, buy from
a vendor that sells you one preloaded with Linux or without any OS
preloaded. There are such vendors, you know, if you look around a little
bit.
