I get this from an rxvt:
[eben@pc eben]$ chvt 1
chvt: VT_ACTIVATE: Operation not permitted
but this in /usr/share/fvwm/fvwm2rc works:
key F1 A M exec chvt 1
key F2 A M exec chvt 2
etc.
And I was wrong about the second "A" -- fvwm2 (XFree86?) calls "alt" "meta".
