I tried

mplayer -dumpaudio -ao pcm:file=show.wav -nocache
'rtsp://rmv8.bbc.net.uk/radio3/mixingit.ra?start=216'

Not only did it ignore the filename I provided (I have to use "-dumpfile" to
name the output file), but the first 900k were identical (same md5sum... I
didn't let it get very far, as it's rate-limited to 64 kbps) to that of the
"raw" (I guess) file. I still get this too:

Unknown extra header dump: [5d] [0] [10] [0] [15] [0] [d1] [1] [10] [0] [1]
[0] [0] [3] [8] [0] [0] [20] [0] [0] [0] [0] [0] [2] [0] [4]

"216" could be the day number, if they start counting near the beginning of
April. FY, maybe? Or maybe the week number of the show (even though it's
not a weekly show), assuming it started in September, 2001.

I tried mplayer for Windows, same negative result (but no "Unknown extra
header"; dunno if that means it's _not_ unknown, or if mplayer is just
hiding the message).

It appears to be ignoring whatever codec I ask for, maybe format errors
caused by that unknown header?
