The 14 CD's include every package in the Debian repositories. They are only
useful if one plans to use Debian on a computer with slow, limited or no
Internet access.

One only needs the CD's which contain the packages one wishes to install.
The packages are arranged on the CD's in order from most used (CD #1) to
least used (CD #14).
