If it's a zombie windows machine then his/her ISP needs to know about it. If
it's a malicious user who signs up for local DSL/cable, sends out spam
until he
gets kicked off, then signs up for another service, then the
authorities need to
know about it. Either way, it's best to take the high road and let the people
who are paid to help with this stuff handle it.
