It seems it does list counties (it seems to just list multiple lines
for the same zip code, so presumably would list multiple counties if
the zip code is in multiple counties). In that sample, HENNEPIN is
the county.

So if you want to pay, there's your solution. (I still wouldn't count
on 100% accuracy, the USPS and the state governments probably
occassionaly get out of sync.)

The USPS *claims* a copyright on the data. Whether or not that claim
is valid, well, you've already speculated on that. :)
