dd if=badfile.pst of=recoveredfile.pst bs=1k conv=noerrer

dd_recover (or whatever it's called) may be a better tool for this.
Depending on the app's error handling, recoveredfile.pst may or may not be
usable. Since you can't read it directly, you've got a bad block on your
hard disk. Since it (the bad block) is visible with user tools, your HD is
out of spares. That means it (the HD) will continue to get bad blocks and
won't be able to hide them from you. You should replace it pronto.
