This was because I didn't have "SCSI generic" support. Fixed.

Once I fixed the "no SCOI general" problem, something updated the
permissions on /dev/sg* so are root/tape, root/scanner, root\/disk
appropriately. Unfortunately, the scanner (ID 6) is replicated on every
device from sg5 to sg12. So I chmod 000 every sgN where 6 <= N <= 12.
Again, that'll go away when I reboot. Any clues what I do?

The scanner's at ID 6, yet appears as /dev/sg5. Hmm. Also, II not III.
The ol' diplopia acts up again.
