I rearranged the keycaps on my keyboard and software-remapped it to a
different layout (but both have the same keys). If the extra key in Spanish
uses the same physical button as the "Z" in QWERTY (and you ignore the key
caps anyhow), you could just remap the layout in software. Otherwise, I see
no tractable solution than the use of a second keyboard (USB, so both can be
connected simultaneously).

Most likely, the missing keys are accessible by a combination anyhow -- ñ is
<compose> ~ n (in X); <compose> is "right alt" by default IIRC, but I've
remapped it to be "pause", since I see a need for that key less often. Of
course, that's not feasible if it's something you need quite often.
