Wouldn't be inittab. It would be whatever launches the X server, maybe some
config file associated with [gkx]dm or startx. I think it's on by default,
so unless you've turned it off, it's probably enabled. Are you at least
restarting the nice way (ctrl-alt-fN then ctrl-alt-delete), not just hitting
the reset button?
