This appears to be your problem area. It's clearly something in the
syntax that CUPS doesn't understand. Only a trip to the man and docs
will help here. FWIW, my config has Basic instead of Default there. You
might try changing it manually and attempting to restart the daemon, but
I have a feeling that's just one of many problems with your config.

That's because the daemon which is supposed to be listening (CUPS)
on port 631 isn't. And CUPS won't start (apparently) because its config
is messed up.
