In MS Windows and GNU/Linux you can run OpenProj and GanttProject. Both
state that they'll open and save MS Project XML files. I haven't tried
interoperatibility, though.

In GNU/Linux you can also run Planner and some other project management
software. They lack MS Project file support AFAICT.

If you'd like to go Web, there's dotProject and Project-Open. I've been
told Project-Open is really feature complete as per project mgmt.
