Have you checked the APC manual / web site?

Subject: [SLUG] UPS indicator

Last night (July 13) my UPS (APC SmartUPS 700) 's battery level indicator
was flashing, with all 5 segments lit. Now, it's a steady 5 segments, which

is normal ("batteries fully charged"). What did it mean? A few weeks ago,
it flashed the _other_ 5-bar indicator, load, which was unusual since
nothing extra was hooked up to it (right now it shows 3-4 segments, with my
computer, two monitors, a lamp and a binary clock). That sounds like it
meant "too much load", but I don't know why it would say that.
