I've only intermittently followed this thread, but now that you say
"DVI", my ears prick up. DVI is a real pain in this area. Analog is much
easier and more forgiving. DVI seems to just give up if it doesn't get a
proper signal when it wants. I think it's some sort of sync issue. I
have a Windows machine and Linux machine, both with DVI cards, hooked to
a KVM which allows me to switch between them as needed during the day.
My Linux box never actually blanks the screen (screensaver), but the
Windows box will, after a short timeout, stop sending a signal to the
monitor. And I've had a devil of a time occasionally getting Windows to
wake up and send the monitor a signal.

Again, I haven't followed the thread completely, but if it's been doing
this for years on both analog and digital monitors, I'd suggest a
different video card. I think you can find a cheapo NVidia for $40. I'm
doubtful about it being the power supply or BIOS.

(This advice isn't even worth $0.02, so don't complain! ;-)
