In simper language and very much simplified.

Assume you have a computer used strictly as a fire wall.
Input commands to this computer tell the fire wall what to do.
Output is information the fire wall sends out about itself.
Throughput is information from the internet that passes through to your LAN.
Each rule allows one particular type if information to pass.
It takes many rules because of the diversity of information that one would
like to transfer.

If you want a more complete definition you will need to read the instruction
or buy a book. It is just too complicated after this very simple explanation.
