You unfortunately have discovered how much or I should say how little
Time Warner and Road Runner care about customers.
Now they even cap cable speeds to that of DSL you heard right Dsl speeds
you no longer get the true speeds of the cable you should.
I wish they would be exposed to the rip off that they are pulling.
They over sell the service of cable and now since AOL owns the reigns
it gets worse. The jack up AOL cable to 2mb down 1 mb up and
the Road Runner to 768k down and 128k up.
Then they will tell you that they only guarantee 200kb down by going to the
Tw speed address
which measures speed from a local networked Tw server that is not accessible
by anyone else other then Tw users.
As for Security they laugh and ask them what do you want them to do?
I got pinged on day from one guy over 230 pings in 1 hour and another 653 in
a hour.
They then say what should we do ?
Next for Spam they are getting worse since AOL and Tw have merged. Best
thing to do is run the filter that Derek posted.
Next thin try to set up a misc no crucial E-mail address Yahoo or someone
like that and use that address for a main to try to
let people send to that instead of your main e-mail address. Or the other
way around.
The next thing is to post this in the Time Warner News groups
for the Road Runner they are roadrunner.tampabay.discussion ,
roardrunner.tampabay.general, and roadrunner.tampabay.security
As they monitor these and if you post anything they get the information of
your username and trace it back to you and call you only to
spend 5 minutes on the phone saying they can not do anything or what do you
want us to do and then my favorite can we do anything else for you today.
Btw this is a example of being censored and not all post go through as they
monitor the post and remove them at will.
I say call the news and report this so they can do a investigation is about
the only thing that may warrant them to do anything.
Or write your local congressman or congresswoman.

BTW remember there old slogan Up to 100 times faster then dialup? now it
just says Much faster then dialup.
If you got full speed you would get 10mb up and down for speed and if they
were a good ISP they should offer a filter like Earthlink's
spaminator which you can get through Time Warner which is better service
than Road Runner.
Also business class TW Road Runner is on 1.5 mb down and 768k up capped as
well for $80.00 a month with some more services but
they usually do not offer it to be put in a house unless it is a home based
business.
