This is a common RPM newbie's error -- the package, not the
versioned package is Verified or rEmoved -- run:
 rpm -V dhcpcd
and it will work

run: rpm -e dhcpcd
and you may remove the package

... rpm -Uvh is a better way to do installs, for it will
remove prior inconsistent content ...

   There is the RPM website -- http://www.rpm.org/ and the
Red Hat sponsored mailing list, along with a couple others.
If you have commentary on that website as to what would make
it more useful, there is an editorial list for suggestions for
improvement. (the site editor is your truly ...)
