More likely (I think) they may not have instituted it yet in your area. I
know of three places in orlando (Winter Park, Orlando, and Kissimmee) that
are blocked.

A quick nmap port scan of my home computer (RR service in Tampa) from
work shows port 80 as being open; maybe TW is just giving you line of
crap?
