[SLUG] Apache / Proftpd permissions

Okay ... Apache and proftpd are running somewhat.

I don't want to keep putting files there via brute force root copy.

In a general sense, what do I need to do to permit a non-priveleged user to
write to them? What config file changes?

I would prefer to keep using my normal unpriveleged user for the sake of
convenience, but could add a new user if that is wise. I added the Apache and
FTP groups to my normal user but that wasn't enough to impress either Apache
or FTP.

Bill
