99% of the time, delays before servicing incoming connections is a sign
of DNS reverse-resolution problems. The incoming services are waiting
for DNS to timeout trying to figure where the connection is coming from.

Either fix DNS so that the address from which the connection is coming
can resolve (i.e. make sure you can "nslookup 192.168.1.1" and have a
valid response - change IP as appropriate) or put the incoming IP in
/etc/hosts.
