You're right about that! The pppoe package is included in the base installer
because of me. :-) In fact, there was a very strong effort to get rid of the
base tarball with the transition from potato to woody. It's been mostly
successful, but for us "throwbacks" who are stuck with pppoe, a base tarball
is necessary to get going for the net-install. So, I'm partially responsible
for that, too.
What I did was to join the Debian-Boot mailing list, and every time there was
something relevant to my situation, I would always chime in with something
important from my situation. It got changed eventually... :-D
