http://www.freeswan.org has an IPSec implementation compliant to the IETF
specification. IPSec is a an open standard and has the widest
interoperability. I don't remember is Win9x has built in support for IPSec,
but I know Windows 2000/XP does. If not, you can use the SSH Communications
VPN client, ftp://ftp.ssh.com/pub/sentinel/SSH-Sentinel-InternetPilot.exe.
