You should really, really check out Postnuke then. That's pretty much
exactly what it is. Some nice things about Postnuke:

* well-developed "plugin" system lets people write new modules to add
new fetures that just "snap" into place just by copying some files (I've
seen a couple of "photo album" modules out there)
* about a zillion different themes to change the look-n-feel of your
site at the drop of a hat - making new themes is straightforward but a
bit of work because there is a LOT of stuff you can customize
* easy setup - build your database and web server, copy over the files,
point your browser to a URL and go through a web-based setup routine
* very easy maintenance - all web-based
* very well developed ACL system - from anyone can do anything to each
individual member having a different ACL
* combine the ACLs with easy maintenance and you can have multiple
admins or separate admins for different areas/features of your site
* a lot of people out there hacking on postnuke ("widest used web portal
system on the 'net" or somesuch...) so there are a lot of people
developing it, which means that, unlike the PHPNuke system from which it
was forked, security issues are dealt with immediately
