As root enter
cdrecord -scanbus
you should be able to see the scanner in the list of devices along with
the id. You now know if the scsi card is seeing the scanner. If so the
make sure xsane is pointing to the device associated with the proper
scsi id.

Next make sure xsane is pointing to in my case the scsi device 0,3,0.
Note on my Redhat 7.3 system if I enter xsane I'm prompted to choose the
scanner. I'm also prompted when I enter xcanimage. So I'm guessing the
scanner will not show up in the above list. If not reboot with the power
on the scanner. Other wise you will have to dig deeper into the problem,
like checking to make sure the address is correct on the device. Also
you may want to check the dmesg to see it the scanner was detected
during boot.
