I think it is a little more like 1 second or less for AMD, and then only
if you're lucky.

They've got a video showing them melting some AMD CPUs. It's a bit
dated, and mobos that can use features in their newer chips are planned,
but I'm not sure they're available yet. For me, I just make sure I've got
that heat sink attached properly and the fan power connect is seated real
good. I never power them up without the cooling in place.
