Carriers can authenticate access and tunnel user data through their network.
This is most often done on ATM networks over PVC connections intead of
RFC1483 IP over ATM. If you don't give the edge device a customer facing IP
address, you can keep a less hackable telemetry/monitoring network completely
transparent to the user.

Yeah, it's a pain, but there are good arguments FOR such a design.
